Testing an ATX SMPS (Switch Mode Power Supply) is simple just follow these steps
1) Open the computer and disconnect all power supply cables and plugs and remove power supply.
2) To test ATX SMPS just make a connection between green and black wires.The following photo describes it very clearly.
Then Plug in the power supply if fan shows a movement power supply is OK otherwise their is a problem.
You can also check your power supply (ATX SMPS) by connecting it to scrap motherboard if fan moves its OK otherwise it needs a repair.
